e2fslibs-dev software package provides ext2/ext3/ext4 file system libraries - headers and static libraries, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install e2fslibs-dev
e2fslibs-dev is installed in your system.
Make ensure the e2fslibs-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep e2fslibs-dev *
You will get with e2fslibs-dev package name, version, architecture and description in a table
